Whiteout Survival: Eugene Guide [2026]
Eugene is a Rare (blue-tier) Infantry-class hero available from Day 1 of any server. He does not belong in a combat lineup. His value is narrowly defined and genuinely useful: two Expedition skills that address wood — the resource that bottlenecks your city's construction faster than almost anything else in the early game.
Most players will use Eugene for a long stretch of early and mid-game development without fully understanding what they are paying to develop him, or when to stop. This guide covers both.

How to Unlock Eugene
Eugene requires 10 Rare Hero Shards to unlock. Shards are obtainable through Hero Recruitment, Exploration runs, Intel Missions, in-game shops, and Growth missions. General Rare Hero Shards can be exchanged for Eugene-specific shards, meaning any surplus Rare shards from other sources can be redirected toward his ascension.
Skills
Eugene has four skills total: two Exploration Skills (active in Exploration and Arena modes) and two Expedition Skills (active when Eugene is deployed with troops on the world map). For a gathering-focused build, the Expedition skills are the only ones worth meaningful investment.
Exploration Skills
These skills apply in Exploration stages and Arena combat. Eugene's base stats at Rare rarity are not competitive at mid-to-late game, and these skills do not change that. Level them if Skill Manuals are surplus — otherwise, prioritize his Expedition skills first.
Axe Whirl — Unlocks at 0★
Deals repeated damage equal to a percentage of Eugene's Attack stat every 0.5 seconds for 3 seconds. Functions as his primary active combat skill.
| Skill Level | Damage per 0.5s |
|---|---|
| 1 | 80% of Attack |
| 2 | 88% of Attack |
| 3 | 96% of Attack |
| 4 | 104% of Attack |
| 5 | 110% of Attack |
Razor Sharp — Unlocks at 1★
Passively increases Eugene's damage output by a percentage per second while in combat.
| Skill Level | Damage Increase per Second |
|---|---|
| 1 | +10% |
| 2 | +15% |
| 3 | +20% |
| 4 | +25% |
| 5 | +30% |
Expedition Skills
These are Eugene's core skills and the reason to develop him. Both unlock at 1★, which means his entire gathering kit becomes available with minimal shard investment.
Woodland Inheritor — Unlocks at 1★
Passively increases your City Sawmill's wood output. This bonus is always active as long as Eugene is assigned to the relevant slot — it does not require him to be deployed on a gathering march.
| Skill Level | Sawmill Output Bonus |
|---|---|
| 1 | +5% |
| 2 | +10% |
| 3 | +15% |
| 4 | +20% |
| 5 | +25% |
Master Woodcutter — Unlocks at 1★
Increases wood gathering speed when Eugene is assigned to a gathering march on the world map. Unlike Woodland Inheritor, this bonus is deployment-dependent — it only applies when Eugene is actively leading or participating in a wood-gathering march.
| Skill Level | Gathering Speed Bonus |
|---|---|
| 1 | +5% |
| 2 | +10% |
| 3 | +15% |
| 4 | +20% |
| 5 | +25% |
The distinction matters: Woodland Inheritor is a passive city bonus running at all times. Master Woodcutter requires active deployment. Both contribute to your wood economy, but through different mechanisms. If you can only send Eugene on gathering marches intermittently, Woodland Inheritor still generates value continuously in the background.
Skill Level Caps by Star Level
Skill levels are gated by Eugene's current star level — you cannot upgrade a skill beyond what his star level permits. All four skills reach their maximum (Level 5) at 4★.
| Skill | Unlocks At | Max Level Reached At |
|---|---|---|
| Axe Whirl (Exploration 1) | 0★ | Level 5 at 4★ |
| Razor Sharp (Exploration 2) | 1★ | Level 5 at 4★ |
| Woodland Inheritor (Expedition 1) | 1★ | Level 5 at 4★ |
| Master Woodcutter (Expedition 2) | 1★ | Level 5 at 4★ |
The practical implication: pushing Eugene from 1★ to 4★ progressively raises the ceiling on both Expedition skills. Stopping at 3★ is a defensible position for players who want strong gathering performance without committing the full shard volume required for 4★. Pushing to 5★ unlocks no additional skill levels — only base stat increases.
Skill Manual Requirements
Each skill costs 165 Rare Skill Manuals to max from Level 1 to Level 5. Exploration and Expedition skills consume their respective manual types — they are not interchangeable.
| Level 1 | Level 2 | Level 3 | Level 4 | Level 5 | Per-Skill Total |
|---|---|---|---|---|---|
| 0 | 10 | 30 | 50 | 75 | 165 |
Eugene has 4 skills. Maxing all four requires 660 Rare Skill Manuals in total (330 Expedition + 330 Exploration, assuming both types are developed equally).
Allocation guidance: Prioritize Expedition Skill Manuals for Woodland Inheritor and Master Woodcutter. Maxing both Expedition skills (330 Expedition Manuals) delivers Eugene's full gathering value. Exploration Skill Manuals for Axe Whirl and Razor Sharp are lower priority — reserve those for combat-focused heroes first.
Ascension (Star Levels)
Ascending Eugene requires Rare Hero Shards. Each star level is broken into six internal tiers, each requiring a specific number of shards.
| Star Level | Tier 1 | Tier 2 | Tier 3 | Tier 4 | Tier 5 | Tier 6 | Star Total |
|---|---|---|---|---|---|---|---|
| 1★ | 1 | 1 | 2 | 2 | 2 | 2 | 10 |
| 2★ | 5 | 5 | 5 | 5 | 5 | 15 | 40 |
| 3★ | 15 | 15 | 15 | 15 | 15 | 40 | 115 |
| 4★ | 40 | 40 | 40 | 40 | 40 | 100 | 300 |
| 5★ | 100 | 100 | 100 | 100 | 100 | 100 | 600 |
| Grand Total | 1,065 |
The 10 shards required to unlock Eugene are separate from this total. Reaching full 5★ ascension costs 1,065 additional shards after unlock.
Shard investment by milestone:
- 10 shards → 1★: Both Expedition skills unlock. Eugene's complete gathering kit is accessible from this point.
- 50 shards → 2★: Skill level caps increase; gathering bonuses can be pushed further with Manuals.
- 165 shards → 3★: A reasonable stopping point if shards are split across multiple gathering heroes. Meaningful skill cap increases without the heavy cost of 4★.
- 465 shards → 4★: All four skills reach Level 5. This is the ceiling for skill performance — the most impactful ascension milestone for a gathering build.
- 1,065 shards → 5★: Base stat increases only. No additional skill levels. Rarely a priority for Eugene given his role.
Max Stats (Level 80, 5★)
At hero level cap with full ascension, Eugene's reported stats are as follows. Hero Attack, Defense, and Health apply in Exploration and Arena modes. Infantry Attack and Defense buffs apply to troops in Expedition contexts.
| Stat | Value |
|---|---|
| Hero Attack | 1,106 |
| Hero Defense | 2,220 |
| Hero Health | 21,644 |
| Infantry Attack Buff | 90.07% |
| Infantry Defense Buff | 90.07% |
These figures represent Eugene's base ceiling without gear or gear enhancements applied. Hero level 80 is the reported global cap, tied to Furnace Level 26.
Role, Development Priority, and Retirement
What Eugene does
Eugene fills a resource economy role, not a combat role. His two Expedition skills together address wood from both supply angles: passive city production via Woodland Inheritor and active world-map gathering speed via Master Woodcutter. This dual coverage is what makes him specifically useful rather than merely adequate — most early gathering heroes address one angle; Eugene covers both within a single hero slot.
The gathering hero set
Eugene is consistently developed alongside three other Rare gathering heroes who cover the remaining primary resources:
| Hero | Resource |
|---|---|
| Eugene | Wood |
| Smith | Iron |
| Charlie | Coal |
| Cloris | Meat |
Developing all four in parallel gives your city passive production bonuses across all four major resources simultaneously, while also covering active gathering efficiency when marches are deployed. This set is the standard early-game recommendation because it operates without requiring Epic or Legendary heroes to function — it is accessible from the first days of a server and delivers compounding returns throughout the construction-heavy early phase.
When to invest — and when to stop
Eugene earns his slot the moment he is unlocked. At 1★, both Expedition skills are available and his gathering value begins immediately. From there, each additional star level raises skill caps and improves gathering output incrementally.
How far to push his ascension depends on shard availability and how many of the four gathering heroes you are developing simultaneously. The 4★ threshold is the most significant milestone — it unlocks Level 5 for all skills and delivers maximum gathering performance. Players splitting shard investment across Eugene, Smith, Charlie, and Cloris may find 3★ a workable stopping point that still provides strong bonuses at significantly lower shard cost than 4★.
Pushing to 5★ improves only base stats, which have minimal bearing on his gathering role. This investment is rarely a priority for Eugene.
Retirement
Eugene's utility erodes as Epic and Legendary gathering heroes become available. Their gathering speed bonuses typically exceed what Eugene can offer at any ascension level. At that stage, Eugene is generally retired from active gathering marches. Woodland Inheritor's passive city Sawmill bonus may continue to provide value depending on how hero assignment slots are configured, but active march deployment shifts to stronger alternatives.
For most players, Eugene's relevant window runs from server launch through mid-game — a substantial period of play during which wood pressure is consistently high and stronger alternatives are not yet accessible.
What not to invest in
Eugene's Exploration skills (Axe Whirl and Razor Sharp) are not worth prioritizing. His hero stats at Rare rarity do not hold up against enemies encountered in mid-to-late Exploration stages, and his Arena combat value is similarly limited. Directing Exploration Skill Manuals toward Eugene ahead of combat-focused heroes represents a misallocation of a resource that is typically scarce early in the game. If Exploration Manuals are genuinely surplus, leveling his Exploration skills is not harmful — but it should never displace investment in stronger combat heroes.
Frequently Overlooked Details
Both Expedition skills unlock at 1★. Eugene's complete gathering kit is accessible after minimal shard investment. There is no mechanical reason to delay deploying him in a gathering role while saving shards for a higher star level — he is functional from the point of first ascension.
Woodland Inheritor is always on. Players who focus primarily on gathering march speed sometimes undervalue Woodland Inheritor, assuming it only applies when Eugene is in the field. It does not — the Sawmill output bonus runs continuously in the background regardless of where Eugene is deployed or whether a march is active.
4★ is the skill ceiling, not 5★. All four skills max at 4★. A player who ascends Eugene to 5★ gains stat improvements but no additional skill levels. For a gathering-focused build, 4★ is the functional cap on Eugene's development.
General Rare Hero Shards convert to Eugene shards. Surplus general Rare shards from other sources can be exchanged for Eugene-specific shards, making it worth checking your shard inventory before purchasing from shops.
Skill Manuals are type-specific. Expedition Skill Manuals and Exploration Skill Manuals are not interchangeable. Confirm manual type before spending resources in shops — purchasing the wrong type does not contribute to Eugene's gathering skills.
