Whiteout Survival Coal Mine Guide [2026] — Production & Strategy

Part of the Resource Production Series:

Coal is the fuel that keeps your Furnace running and the construction material that gates most mid-game upgrades. The Coal Mine is the building that produces it — but it is also one of the more misunderstood production buildings in the city, because the in-game UI hides several details and a lot of community math is recycled without verification.

Quick Answer

  • Unlock: Furnace Level 3.
  • Dependency: Coal Mine and Furnace leapfrog each other in the early game.
  • Max Level: 30 (No Fire Crystal tiers).
  • Core Strategy: By Furnace 15+, the mine's output is dwarfed by world-map gathering. Focus on Charlie and March Queue research to sustain your mid-game coal needs.
  • Pro Tip: Keep the Coal Mine at parity with your Furnace level to avoid construction bottlenecks.

Overview

The Coal Mine is a city production building that passively generates Coal over time. It is the third production building you unlock, after the Sawmill and Hunter's Hut. It serves three intertwined functions:

  • Fuel source: Continuous consumption by the Furnace.
  • Construction material: Required for buildings and research from mid-game tiers onward.
  • Building Power: Contributes to your total city power score.

Unlock Conditions

The Coal Mine becomes available once your Furnace reaches Level 3. The relationship is a "leapfrog" pattern:

Step Requirement
Build Coal Mine Furnace Lv. 3
Furnace Lv. 3 → 4 Coal Mine Lv. 3
Coal Mine Lv. 4+ Must match current Furnace level

After Furnace 5, the gating relaxes operationally, and you should aim to keep both buildings in parallel.

Core Mechanics

Passive production: Staffed survivors produce Coal automatically. Survivor staffing: Up to six Survivors can be assigned for maximum efficiency. Mood effects: High Survivor Mood increases production efficiency across all resource buildings. Maximum level: Caps at Level 30. Unlike the Furnace, it has no Fire Crystal extension levels.

Upgrade Path & Costs

Coal Mine costs scale steeply as you progress. Iron enters the requirement list in early mid-game, while Coal and Meat join in later tiers.

[!NOTE] All construction times below are base times — they do not account for hero skills like Zinman's or President-granted buffs.

  • Level 1 → 2: 45 Wood (trivial time).
  • Level 30: 27M Wood, 27M Meat, 5.4M Coal, 1.3M Iron (1d 14h base time).

By the mid-20s, your Coal Mine consumes millions of Coal just to upgrade itself, which is why world-map gathering becomes your primary income source.

Coal Mine Furniture

The Coal Mine contains six interior furniture pieces upgradeable to Level 20:

  • Sorting Station
  • Pulverizer
  • Changing Room
  • Pump
  • Shower Room
  • Steam Engine

[!TIP] Use a round-robin leveling approach: bring all six pieces up evenly to avoid guessing which one offers the best multiplier.

Research & Hero Synergies

Research Center

The Economy tree contains Coal Output I, II, and III. These are high-value early investments because they apply a multiplier to your base output that compounds across all upgrades.

Hero Synergy — Charlie

Charlie is the dedicated Coal specialist.

  • Demolitions Expert (Passive): Increases city mine output by up to +25% at 5★.
  • Coal Extraction (Active): Increases world-map gathering speed by up to +25% at 5★.

Charlie is a Rare-tier hero, making him one of the most accessible economic investments for F2P players via Exploration and Intel Missions.

World Map Coal Gathering

Internal production alone is rarely sufficient past Furnace 15.

Coal Nodes: Range from Level 1 (14K Coal) to Level 8 (2.8M Coal). Alliance Coal Washery: A secured gathering node built by the alliance. It costs 200K of each resource from the Alliance pool and provides 12 hours of protected gathering.

[!IMPORTANT] The single biggest lever for Coal income is March Queue count. Prioritize "March Queue" research in the Growth/Battle trees to multiply your gathering throughput.

Coal Supply Strategy

Follow these layers of income:

  1. Layer 1: Keep the mine level matched to your Furnace.
  2. Layer 2: Max out Coal Output research in the Economy tree.
  3. Layer 3: Keep Charlie assigned and starred up.
  4. Layer 4: Keep all available marches gathering from high-level nodes.
  5. Layer 5: Use the Coal Washery during hostile events like Alliance Showdown or Brothers in Arms.

FAQ

Why am I running out of Coal despite a maxed mine?

The mine is only a fraction of your income. Past Furnace 15, gathering is the engine. If you're short, you likely have idle marches or haven't unlocked your 4th or 5th march queue.

Does the Coal Mine have Fire Crystal levels?

No. Once you hit Level 30 and max out furniture, the building is finished.

Does Charlie need to be deployed to give his bonus?

His Demolitions Expert skill is passive; it applies as long as he is in your roster. His Coal Extraction only applies to marches he leads.

Key Takeaways

  • Gathering > Production: Shift your focus to world-map gathering by the mid-game.
  • Parity is Key: Keep the mine at your Furnace level to avoid gating.
  • Invest in Charlie: He is the highest-ROI economic hero for coal-starved players.
  • Queue Management: Prioritize March Queue research to solve long-term resource shortages.

Known Ambiguities

  • Exact base production rates per hour are not corroborated.
  • Exact furniture bonuses are not publicly published.
  • Stacking Logic: Whether research and Charlie's buffs stack additively or multiplicatively is unverified (likely additive).
  • Natalie's Role: Some community sources mention Natalie for coal gathering, but her specific kit is not verified.
